Why Hasn't the Nest Egg Cracked It?
The idea was simple. Give all babies born since September 1, 2002, a voucher parents could invest in a special account the offspring could access at 18.
A further voucher for an as yet undisclosed sum would come the child's way on its seventh birthday. In the meantime, friends and relatives of each child could add contributions, to a maximum pounds 1,200 in any one financial year.
