IN previous severe winters, there was a much greater community spirit, as residents in side streets all worked together to clear the snow and ice.

Armed with spades, shovels and brushes, they first cleared their own paths, strips of pavement, then the road. Now, despite millions being spent to keep the main roads open, people are complaining that, "the grit lorries haven't even once been around our street".
