Police handed a 16-year-old boy an on-the-spot pounds 30 fine for cycling on the pavement during a crackdown on "prolific criminals".

James Brown was riding home from school alongside a busy main road in King's Lynn, Norfolk, when he was stopped by a police constable and given a ticket to take home. James's mother Jane, 42, paid the fine because she was afraid that if it was ignored her son might get a criminal record.
