THERE was a chorus of mild approval from business leaders to a Budget which promised little, gave a little but at least provided no unpleasant surprises.

While there was a broad welcome given to the delay in the 2p rise in fuel duty until October and measures to help smaller enterprises, these were tempered with a feeling the duty should be scrapped and that tax changes may end up confusing as many SMEs as they helped.
