Families living in an average home in Northumberland are facing a rise of less than pounds 1 a week in their Council Tax bills after county councillors agreed what they describe as a "budget for the people" yesterday.

People in Band D homes will see their annual charge go up to pounds 1,022 - an increase of pounds 48 - in April under the 4.9pc rise approved by the Labour-controlled county council.
