Fundamental changes to the pensions system would not come into effect until Labour won a fourth term in office, the party admitted yesterday.

Ed Balls, former adviser to Chancellor Gordon Brown and now a candidate for the Yorkshire seat of Normanton, was attacking the Conservatives' spending plans when he conceded it was unlikely Labour would introduce swift changes to the system if they won power on May 5.
