NORTHUMBRIA Police should not face blame over their handling of the fugitive gunman Raoul Moat while he is still on the loose, a former chief constable of the force has said.

Lord Stevens of Kirkwhelpington was speaking after security minister Baroness Neville-Jones told peers police did not conduct "a multi-agency risk assessment conference" despite being told by Durham prison that Moat had threatened to cause serious harm to his girlfriend, Samantha Stobbart.
