Home Secretary Charles Clarke may have faced the humiliation of being publicly slapped down by the Prime Minister over police force merger plans yesterday, but he can take some consolation that it won't really matter in future after he proposed to give himself sweeping new powers to directly order chief constables how to run their forces.

A new Police and Justice Bill published by Mr Clarke yesterday, revealed the Cabinet minister would be able to instruct a chief constable or police authority to take "specified measures" if he believed they were failing to operate effectively.
