Home Secretary Charles Clarke may have faced the humiliation of being publicly slapped down by the Prime Minister over police force merger plans yesterday, but he can take some consolation that it won't really matter in future after he proposed to give himself sweeping new powers to directly order chief constables how to run their forces.
