YOUR headline on the fine imposed by Europe on the North East bemoans the fact that no culprit has been found (The Journal, February 16). Surely that is in the interests of the North East.
If the blame gets pinned on some executive at the Government Office North East, then we will end up paying a golden severance fee, a full inflation-proof pension, no doubt compensation for hurt feelings due to the suggestion that they may have been less than adequate, and probably then finding they have been offered a position in some local quango.See the full content of this document
