IS sanity breaking through at last? A draft code of conduct for cat owners drawn up by Defra is to be scrapped after the department admitted it was "over the top" and "too prescriptive". It told owners that cats needed "to go to the lavatory somewhere that they can behave naturally and feel comfortable".
The lavatory should also be "private" because cats value their privacy. Mental stimulation should be provided, although whether or not this was needed while they were on the loo is not clear.See the full content of this document
