IT was extraordinarily insensitivity of Children's Commissioner Margaret Atkinson to suggest the age of criminal responsibility be raised from 10 to 12 when one of Jamie Bulger's murderers, Jon Venables, was returned to custody for breaching the conditions of his parole.
