DAIRY farmers have branded Government plans to charge an annual levy of pounds 4.80 for each dairy cow plus insurance "a kick in the teeth" for the industry.

The proposal, which Defra wants to put in place in 2012, is included in the Responsibility and Cost Sharing consultation on creating a new independent body for animal health in England.
