A COUPLE of weeks ago I wrote about creating basement rooms and the problem of stopping ground water dampness soaking through the walls. I mentioned that stopping the damp was just one of the difficulties in creating a basement room. Making the room habitable involves a lot more.

Unlike a simple storeroom, creating a new habitable room is more than banging up the walls and fitting a roof. Walls, floors and roofs must meet minimum standards for the room to provide adequate living conditions. These standards are governed by the Building Regulations, designed to ensure that cheapskate owners and developers don't skimp on the design and construction, leaving unhealthy living conditions for subsequent owners.
