ECONOMICAL with the truth" isn't adequate to describe David Miliband's statement that the new EU treaty differs in "absolute essence" from the rejected constitution (The Journal, August 29). It's more like a downright lie.
How else to explain that the heads of state of France, Germany and Italy have all stated that the essential points of the constitution remain within the treaty - only the wording has been slightly adjusted? In Chapter II (12), for example, the new office of "Union Minister for Foreign Affairs" is altered to "High Representative of the Union for Foreign Affairs". The transformation of the EU into a state in its own right is barely disguised, and its law will override that of member states.See the full content of this document
