Summary
LAST week the Local Government Ombudsman found local officials in Manchester guilty of a "nightmarish" abuse of power and ordered them to pay compensation.
Someone, recently arrived in a street, took against another who had lived there for 30 years, and reported her to the council for playing loud music, threatening violence, shouting abuse and making offensive gestures.
