MORE than 10,000 Tyneside homes are to be offered energy-saving improvements in a pounds 100m council plan to transform the city. From 2012, Newcastle City Council wants to offer tenants and homeowners the chance to improve their house or flat with a loan secured against future energy bills.

The council will bid to the European Commission for up to pounds 1m in start-up cash before asking lenders and energy companies to stump up a substantial part of the pounds 100m fund.
